Despite far fetched explanations you may have heard, the explanation is pretty simple.

The government, being the government, numbered all of the buildings of the fort when they occupied it.  When they numbered the buildings, the tower was  building 16.   Truth can be stranger than fiction,  but  it's  usually  not.
