The James Taylor papers, held by the William L. Clements Library of the University of Michigan, have a letter dated September 9, 1810 by Captain Joseph Cross, Commanding Officer at Newport News, VA., ordering the garrison to refer to the post as Fort Eustis, after William Eustis, the Secretary of War under James Madison.
