Slave Tax

From the Acts of the Kentucky Legislature. Note that 1864 dates this after the Emancipation Proclamation. Lincoln's act only freed slaves in the Confederacy. Since Kentucky - and Delaware- weren't in the Confederacy, slavery was still legal, until the passage of the 13th Amendment in 1865.
